The restriction during the week makes people feel a need to compensate on the Saturday, or weekends and eat a huge amount of poor quality sweets at once. I doubt that it ca be healthy. But at helsestasjon parents are still strongly advised to follow this role, specially foreign parents who are not seen with good eyes if they question this role. Pretty much the same phenomenon is with alcohol: not even one beer during the week is allowed but any excess during the weekend is totally OK.
