Maybe they could open up trade schools in the north. People still need plumbers, welders, etc..

What would be even more interesting is why a select few in the North is ‘growing’. Sandessjøen is of particular interest to me. If jobs are an issue, might the Norwegian state relocate some major government departments to the northern counties? Other European countries have done that, such as the UK.
